Imani Ghana, has revealed Ghana lost an amount of GH¢5.9B between the periods of 2012 to 2014 as a result of financial irregularities on the path some ministries and state owned agencies with the ministry of Youth and Sports recording the highest loss.
Speaking at the Imani Ghana Presentation on the Fiscally reckless Index of Ministries departments & agencies, board of Public corporations, Polytechnics and Pre-University Institutions between 2012-2014, the lead Policy analyst of Imani Ghana, Kofi Boahen, questioned the allegiance of the Auditor General since he is appointed by the President of Ghana in consultation with the council of state.
According to him, the Auditor General of the Republic of Ghana, Mr. Richard Quartei Quartey, has not acted seriously in fighting corruption and cases of financial irregularities by state agencies.
He also mentioned that the level of apathy among state agencies such as the Ghana Cocoa Board and the Savanna Accelerated Development Authority (SADA) is nauseating, adding that there was a need to address the situation.
He further called on the Auditor General, Mr. Richard Quartei Quartey to act in the interest of Ghanaians adding that his office must enforce punitive measures against all State owned agencies with financial irregularities because the Constitution of Ghana has vested in him such power.
Key Findings
Imani Ghana in their report, indicated that there has been gross disregard for laws, rules, regulations processes and controls by ministries, departments and state agencies.
Mr. Kofi Boahen cited the Ministry of Health’s decision to buy ‘bazooka’ condoms from China some years ago without adhering to the right processes for state procurement as an instance of disregard for law and laid down rules.
Mr. Kofi Boahen further added that, Tax irregulaties, Contract irregularities, Procurement irregularities, outstanding debts, cash irregularities and payroll irregularities – a situation where some dead and non-existing ’employers’ as paid monthly salaries and allowances were some of the reasons why the Government of Ghana lost such high amounts of monies.
Recommendations
The Lead Policy Analyst for Imani Ghana, Kofi Boahen mentioned that there is a need for a multifaceted approach to curb all improprieties of state agencies,
According to him, the Auditor General must enforce punitive measures to all ministries, departments and agencies who recorded financial irregularities.
He further added that management of Institutions must be compelled to provide requisite internal controls to nip the occurrences at the source.
